About additional measures to improve the quality of education in higher education institutions and ensure their active participation in large-scale reforms carried out in the country

 In recent years, large-scale work has been carried out in the country to create a higher education system that meets the priorities of socio-economic development and the requirements of international standards.

Important reforms in this direction are the creation of new universities in the regions, modern educational areas and specialties of personnel training, the opening of correspondence and evening departments, an increase in quotas for universities.

 At the same time, there are still a number of obstacles to improving the quality of education in higher education institutions, including large-scale reforms in the country, the active participation of these institutions in socio-economic reforms, in particular:

 First of all, the process of organizing a higher education system, the system for acquiring knowledge from students does not meet modern requirements;

Secondly, the lack of a modern system for evaluating the performance, knowledge and pedagogical skills of the teaching staff negatively affects the quality of education;

Thirdly, access to higher educational institutions does not allow test questions to reveal the logical thinking of a student, which creates problems with the admission of talented young people to higher educational institutions;

Fourthly, the lack of effective public control over higher education institutions in the educational process has led to the persistence of many problems, primarily corruption, in this area;

Fifth, there are no signs of participation and initiatives of higher educational institutions in large-scale and systematic changes in the country, their activities in this area are still unsatisfactory;

Sixth, the active participation of higher educational institutions in explaining the essence and essence of radical reforms carried out in the country through the mass media of the public and the public;

Seventh, professors and teachers, young scientists who have not turned to think tanks with innovative and technological ideas, systematically study, analyze and solve existing problems and shortcomings in their respective fields.  and there are no prerequisites for students to start.

In order to fundamentally improve the quality of education in higher education institutions, ensure their participation in comprehensive reforms in the country, as well as consistently implement the goals set in the five key priorities of the Republic of Uzbekistan for 2017-2021

1.From 2018/2019 school year, the ministries and departments of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan:

The introduction of the undergraduate program with a study period of at least three years and a study period of at least one year, with a master’s degree in

production (practical) (at least a year) and scientific and pedagogical (at least two years) based on specialized programs;

Agree with the proposals of foreign citizens, based on conversations, with the exception of quotas for admission to a bachelor's degree to higher educational institutions.

2.The Ministry of Foreign Affairs of the Republic of Uzbekistan issues visas to foreign citizens wishing to study at the Ministry of Higher and Secondary Special Education of the relevant ministries and departments for free.

3.Starting with the 2018/2019 school year, basic (advanced) higher education institutions will be able to develop its curricula and programs in accordance with the needs of staff. with the approval of the Ministry of higher and secondary special education of the Republic of Uzbekistan.

4.The Ministry of higher and secondary special education of the Republic of Uzbekistan jointly with the ministries and departments of higher educational institutions:

 

  1. a) Within two months develop and approve regulations on the system of monitoring and evaluation of students ' knowledge in higher educational institutions, which focuses on:

Harmonization of evaluation system and criteria with the stages of the continuous education system;

Modern, transparent and fair (automated, portfolio, testing, art, antique, etc.), including a system that excludes teachers from a particular subject that took part in the final test process;

The results of the semester, borrower should determine the number of subjects for which the student may reapply, and to change the terms of their submission;

 

  1. b) To Develop and approve in the established procedure a draft of the legal act on the further improvement of the order final state certification of graduates of higher educational institutions before December 1, 2018;

 

  1. c) By March 1, 2019, starting from the 2019/2020 school year, it is important to determine the exact mechanisms for introducing the principle “mastering a student is the main criterion for evaluating the activity of a professor-teacher” to take appropriate measures. Take measures to prevent the termination of the employment contract with teachers who do not meet the requirements of this principle;

 

  1. d) Prevent the involvement of university teachers from non-pedagogical activities during the 2018/2019 school year and encourage them to work more effectively with students, including teachers. - To introduce the “student” system, professors and teachers should develop new mechanisms for “time standards” and confirm them in the prescribed manner.
  2. To prohibit teachers and university professors from attending meetings and other events not related to their tasks and activities.

 

  Heads of state bodies and organizations, khokimiyats of all levels, should be strictly warned about their personal responsibility before being fired.

 

  1. Establish community councils consisting of students, parents, university activists, staff, teachers and educators, as well as civil society institutions, in order to promote effective public control over all higher education institutions.

 Identify the main tasks of public councils:

The quality of teaching, the systematic monitoring of the knowledge and pedagogical skills of students and the conditions in which they are located;

 To give recommendations to candidates for university staff;

Conducting public opinion polls to study students' appeals, to study their opinions about the teaching staff;

Preparation of proposals to improve the educational process at the university and the inclusion of the relevant council in the meeting.

Determine that the organizational support of the Public Council is provided by the leader of the Youth Union at the university.

Development of a Model Regulation on the organization of public councils at institutions of higher education for two months in cooperation with ministries and departments under the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.  and confirm.
